Look at the combat log. It's a red circle that covers the deck for a lot of Arah story mode, and I wanted to see what it was called. I would not have guessed.

It's bad enough that I'm getting hit for 58 by "Summon Minion"...

It has probably always been there and is intended as some sort of effect that keeps you in combat.

I don't think it's a bug, just an incorrectly named skill. It does enough damage to be a slight nuisance, especially compared to the Summon Minion crap!
